DISTRICT 21A CABINET MEETING
GRACE INN AT AHWATUKEE
PHOENIX, ARIZONA
AUGUST 23, 2008
The first Cabinet Meeting was held in conjunction with the District’s “Kick Off” meeting. The meeting was called to order by PDG Ralph Williamson at 9:03 a.m. Lion Linda Finley was asked to give the invocation, followed by the Pledge of Allegiance led by Lion Tony McLain. PCC Ron Brown led the singing of “America the Beautiful”.
DG Rand Terwilleger made welcoming comments and acknowledgements, introducing dignitaries and established protocol. CST Tom Price then proceeded with roll call of Cabinet members and clubs. There were seven Zone Chairs in addition to the District Governor, Vice District Governor and Cabinet Secretary/Treasurer, thus establishing a quorum. In addition to the Cabinet, there were five advisors, and twenty-six committee chairpersons present. Twenty-two clubs were represented by sixteen club presidents and eleven club secretaries.
PID Dave Roberts installed the 2008-2009 Cabinet and the Committee Chairs.
Minutes of the May Cabinet meeting were published in the Canyon State Lion. A copy was also given to each Cabinet member prior to the meeting. There being no corrections to the minutes, they will be accepted as published.

The treasurer’s report was distributed to Cabinet members prior to the meeting and presented by CST Tom Price. There are some outstanding club dues at this time. With that note the treasurer’s report was approved to be filed after proper review.
The District’s budget for 2008-2009 was distributed prior to the meeting. PID Dave Roberts questioned the use of the carryover monies. DG Rand Terwilleger responded. A motion was made, seconded and approved by a unanimous voice vote.
CST Tom Price read on the floor the proposed Resolution merging Mohave Valley Lions Club (#086103) with Needles Lions Club (#008712), renaming the Needles Lions Club to Needles/Mohave Valley Lions Club effective immediately. A motion was made to approve said resolution by ZC Evelyn Connolly and seconded by IPDG Hallis Anderson. Motion carried by a unanimous voice vote.
IPDG Hallis Anderson made a special presentation to ZC Bruce Elsasser in recognition of designation as a Guiding Lion.
DG Rand Terwilleger made special presentations to the Andersons, the Williamsons, and the Roberts for their hospitality and accommodations of himself as the Vice District Governor.
Lion Bruce Weekley coaxed attendees to contribute a total of $259.30 to the District income.
The MERL Team Members PID Dave Roberts, IPDG Hallis Anderson, and PDG Ralph Williamson presented “Discover the Top Six Club Challenges”.
PID John Walker provided “Protocol Tidbits for Running a Meeting”.
The Honorable Peoria Mayor Lion Bob Barrett spoke of media relations for Lions Clubs.
PCC Bob Lee announced the re-institution of the Prod Lion/Proud Sponsor Program.
Lion Robin Daviet provided a glowing report announcing that through CSFII District 21A had raised $252,373.35 and that LCI had raised a total of $2,329,297.
Lion Debbie Vine played a DVD highlighting the special features of the Avi Convention Center, the location of the February 2009 District Convention.
The Clubs made announcements of their special upcoming activities, inviting the other Clubs to attend and participate.
VDG Ann Roberts invited all to meet LCI President Al Brandel during his Arizona visit between October 14th and 17th , 2008.
DG Rand Terwilleger called upon the State Projects to report.
PCC Alan Lundgren provided details related to the upcoming Leadership Development Forum and Mid Year Conference. In particular highlighting the votes needed to endorse PDG Dick Sawyer as International Director.
DG Rand Terwilleger in his Closing Remarks defined HEROES as the Lions and our outreach to society. He challenged all to be even greater heroes this coming Lion year in respect to their communities.
The benediction was given by Lion Linda Finley.
The meeting was adjourned by DG Rand Terwilleger at 3:30pm.

The fourth Cabinet Meeting was held at the District 21A Convention on May 17, 2008. DG Hallis Anderson called the meeting to order at 10:00 a.m. Lion Linda Finley was asked to give the invocation, followed by the Pledge of Allegiance led by DGE Rand Terwilleger. CC Ron Brown led the singing of “America the Beautiful”.
DG Hallis Anderson made welcoming comments and acknowledgements, introduced visiting ID Steve Sherer, along with the other dignitaries, and established protocol. CST Joetta Downs then proceeded with roll call of Cabinet members and clubs. There were six Zone Chairs in addition to the District Governor, Vice District Governor and Cabinet Secretary/Treasurer, thus establishing a quorum. In addition to the Cabinet, there were seven advisors, two honorary advisors and fifteen committee chairpersons present. Twenty-seven clubs were represented by sixteen club presidents and twelve club secretaries.

The treasurer's report was distributed to Cabinet members prior to the meeting and presented by CST Joetta Downs. There are no outstanding club dues or balances at this time. There being no questions, the report will be filed for review.
Minutes of the February Cabinet meeting were mailed to club presidents, secretaries and Cabinet members. A copy was also given to each Cabinet member prior to the meeting. Corrections were noted in the second line, which should read: ….DG Hallis Anderson called the meeting to order at 9:05 a.m.. The second paragraph of page 2 should read: Lion Phyllis Hall, White Cane Chairperson. There being no further corrections to the minutes, they will be accepted with the noted changes and submitted
DGE Rand Terwilleger called upon Zone Chairs to give their respective reports. A copy of each has been filed with a copy of the minutes.
The new Phoenix Adobe Mountain Lions Club, sponsored by the Phoenix Metro Lions Club, is working on preparations for their Charter Night. It will be held June 14 at the Pioneers of the Past Saloon on the grounds of the Pioneer Living History Museum. The new Bullhead City Lions Club was sponsored by the Kingman Mohave Lions Club. The new Buckeye Sundance
Lions Club, sponsored by the Buckeye Lions Club, held their Charter Night April 29.
DGE Rand Terwilleger called upon Committee Chairs to give their reports. Sight First II District Chairperson Robin Daviet reported they have met the beginning goal of $150 million dollars and is working on the “challenge” goal to reach $200 million dollars. This goal can be reached if clubs that have not contributed, do so. If clubs that have already contributed wish, they can give a little more. Lion Robin encouraged everyone to reach out to their companies and/or business contacts for contributions. It only costs $6.00 to save the sight of one person. CC Ron Brown gave an Extension report. In addition to mentioning the new clubs, he commended Lion Jim Nelson, ZC Mary Michaelis and DGE Rand Terwilleger for the time and effort they contributed in organizing the clubs. An informational meeting was held with the principal of Betty Fairfax High School and 16 teachers regarding the organization of a Branch club in Laveen. Lion Art Downs, president of the Laveen Lions Club, is spearheading that effort. There is a possibility for two Leo clubs in the area. Lion Robin Daviet is working on the organization of a Moms Branch club in Laveen. The MERL team is still investigating the possibility of a club in Avondale. PDG Les Daviet will issue updated MD 21A Constitution and Bylaws to the current and new Cabinet members, which will include the new dues and housekeeping changes that were made in February. He recommended adoption of the three Constitution and Bylaws changes that are on the ballot today. One is a $1.00 increase in the Multiple District dues to offset the cost of postage for the Canyon State Lion. ZC Pat Tejada reported that they have now spent the $100,000 LCIF grant given to Lions Quest three years ago. The goals of the grant were exceeded. Much of the success has been accomplished by cooperation with the Maricopa Health Department and their training facility for prevention of tobacco use. PDG Ernie Soto will be leaving the state for areas that need more Lions Quest and ZC Pat Tejada will continue the program here. DGE Rand Terwilleger encouraged everyone to attend the USA/Canada Forum. Reservations can be made on the internet.
PDG Roger Hartsell and incoming CST Tom Price filled in as Tail Twisters. PDG Margie Tellkamp filled in as Tail Twister on May 18. The substitute Tail Twisters coaxed attendees to contribute a total of $153.60 to the District income.
DG Hallis Anderson thanked everyone for supporting him during this past year. The benediction was given by Lion Linda Finley. The meeting was adjourned at 11:30 a.m. by DG Hallis Anderson.

The third Cabinet Meeting was held at the District 21A Convention on February 16, 2008. DG Hallis Anderson called the meeting was called to order at 9:05 a.m. Lion Finley was asked to give the invocation, followed by the Pledge of Allegiance led by VDG Rand Terwilleger. CC Ron Brown led the singing of “America the Beautiful”.
DG Hallis Anderson made welcoming comments and acknowledgements, introduced those seated at the head table and established protocol. Vice Mayor of Parker, Lion Frank Savino, also made welcoming remarks. CST Joetta Downs then proceeded with roll call of Cabinet members and clubs. There were eight Zone Chairs in addition to the District Governor, Vice District Governor and Cabinet Secretary/Treasurer, thus establishing a quorum. In addition to the Cabinet, there were seven advisors, two honorary advisors and fifteen committee chairpersons present. Twenty-seven clubs were represented by sixteen club presidents and twelve club secretaries.
Minutes of the November Cabinet meeting were mailed to club presidents, secretaries and Cabinet members. A copy was also given to each Cabinet member prior to the meeting. There being no exceptions or corrections to the minutes, they were accepted as submitted.

PID Dave Roberts introduced the international guest, ID Leland Kolkmeyer, who discussed some of the things that have been done at the International Board during the last year. They eliminated the word “transitional” because it has negative connotations. There will be opportunities for the incoming District Governors by the incoming International President. The District Governor's Award has been changed. More uniformity has been added and Governors will have the opportunity to make their District a team. Zone Chairs will be able to receive international awards. A new rule has been implemented whereby if a club becomes delinquent for more than 150, it will be suspended. If a payment program is not set up or Lions Club International is not paid in full, the club charter will be pulled. Another area of change is attracting younger, more positive members so that clubs can keep up with the services and programs they have been doing for many years. A key factor in doing this is to seek out quality members. Members at the international level are trying to help governors and their clubs do this. ID Kolkmeyer stressed the importance of public relations. We must keep our name in front of the public, telling people what we do, why we do it and how much good we do.
VDG Rand Terwilleger called upon Committee Chairpersons for their reports. Lion Barbara Shine reported on Flags for First Graders. As of this date, 14 clubs have participated in the program. A total of 6,000 new flags were ordered. The cost to the District is $.25 per flag, representing a profit of $.10 per flag. Thus far the District is showing a profit of $484.70.
Lion Phyllis Hall, White Can Chairperson, reported that the week of January 27 through February 2 was selected to gain more public relations attention and collect money for White Cane. A total of six clubs participated in the effort and collected $4,998.24.
Lion Terry Lynch, Diabetes Awareness Chairperson, reported that by 2025, diabetes is expected to affect 380 million people. World Diabetes Day is November 14. Lions and national Diabetes Education Program have joined forces to educate the public in prevention programs and education. Last September Lions from Districts 21A and 21C took part in the Steps to Fight Diabetes Walk. It was the largest walk to date with 1,000 participants. Lion Terry will have a booth at the Diabetes Expo in April, 2008 at the Civic Center. Volunteers from all Lions Clubs are urged to work on this worthy opportunity and other projects she has planned for the year. Call Lion Terry for details.
Lion Elodia May, Peace Poster Chairperson, reported that only 6 clubs in the District participated and sponsored schools. There were 12 schools represented throughout the District with 490 children participating in the Contest.
Lion Patricia Tejada, Lions Quest Chairperson, stated two grants were used during the past year. A mini-grant for 21-A, in the amount of $25,000, is almost ready to be submitted. A working relationship has been developed over the last year and a half with Maricopa County Tobacco Prevention Program. Firemen, counselors, prevention specialists and administrators have been trained through this working relationship.
Lion Linda Finley gave a necrology report. She will have a celebration of life at the State Convention in May. Club secretaries were asked to send her a list of Lions in their clubs who passed away during the year and a line describing something truly worth remembering about that person. This will be read following the Camp's 50th anniversary.
CC Ron Brown reported on Extension. The Buckeye Lions Club has sponsored a new club, the Buckeye Sundance Lions Club. Their Charter has been submitted with 31 members. The Kingman Mohave Lions Club has sponsored the Bullhead City Lions Club. They will initially have 21 members. Work is being done to form new clubs in Avondale and Laveen.
VDG Rand read the Women's Membership Development and Participation report in the absence of the chairperson, Lion Mary Michaelis. Since receiving her appointment in December, she has only spoken to the Phoenix Downtown Lions Club. She will research community businesses and associations and begin an active recruitment program by April.
Lion Joe Stevens submitted a report on Youth Exchange, which was read by VDG Rand in the absence of the chairpersons. Lion Joe invited fellow Lions to send a 17 to 20 year old on a Youth Exchange journey through Lions Clubs International. The Wickenburg Lions Club is sponsoring 3 students. One of them is going to Austria. The others are going to two different camps in Italy. Contact Lion Joe if you have questions. VDG Rand also read a report from PDG Donna Anderson. The C. Kirby Smithe Lions International Youth Exchange is scheduled for July 5 to August 3. Clubs are needed to participate in this program by donations and hosting the young people as they travel around the state. A Tamale Dinner Fest fundraiser will be held in Tucson April 12, 4:00-6:00 p.m., following the 21-B officer training. See ad in the Canyon State Lion.
PDG Ralph Williamson reminded everyone about the officer training in April, being held in Phoenix, Flagstaff and Tucson. All Zone Chair training will be held in Phoenix. Applications for training have been distributed.
Lion Rachelle Barrett, Tail Twister, with astute attention to detail throughout the General Session proceedings, collected $208.80 for the District.
Lion Robin Daviet, Chairperson for Campaign Sight First II, stated $6.00 saves the sight of one person. Through donations in one day at the Convention, the sight of almost 100 people was saved. Lion Robin asked anyone, or any club, that has not donated to CSFII to please do so. Our District has met our goal of $211,000 but that is no reason to stop.
IPCC Joan Williamson reviewed the 4 ballot issues. The proposed change to the District 21A Constitution is a change to bring it into compliance with LCI. The first proposed change to District 21A By Laws is also to bring it into compliance with LCI. The second change to the By Laws is to meet the increasing expenses of goods and services to operate the District. The change is to increase annual dues by $2.00, which would increase District dues to $5.00 per year. The third change to the By Laws is to clarify the election process for the Vice District Governor. Other ballot items include voting for Vice District Governor, 2008-2009. The office has been fully endorsed by Wickenburg Lions Club for Lion Anna Roberts. She has met all of the qualifications and IPCC Joan nominated her. The nomination was seconded by PID Dave Roberts. Another ballot item includes voting for District Governor, 2008-2009. The office has been fully endorsed by the Kingman Mohave Lions Club for Lion Rand Terwilleger. He has met all of the qualifications for this office. PCC Bob Lee and PCC Dave Lambert nominated him. PDG Ralph Williamson and IPCC Joan Williamson seconded the nomination.
The meeting was adjourned at 11:00 a.m. to allow delegates to vote.
DG Hallis Anderson reconvened at 4:00 p.m. IPCC Joan Williamson indicated all items passed. VDG Rand Terwilleger was declared District Governor Elect and Lion Anna Roberts Vice District Governor Elect. DGE Rand thanked the Lions for their support and accepted the office. VDGE Ann also thanked the Lions for their support and accepted the office.
DG Hallis spoke briefly about Lions and upcoming events. There being no further business, DG Hallis adjourned the meeting at 5:00 p.m.

VDG Rand Terwilleger called the meeting to order at 8:30 a.m. Lion Linda Finley was asked to give the invocation, followed by the Pledge of Allegiance led by IPCC Joan Williamson. CC Ron Brown led the singing of “My Country ‘Tis of Thee”.
PDG Ralph Williamson called DG Hallis Anderson, who was unable to attend the Cabinet meeting, so that he could extend greetings to everyone. VDG Rand Terwilleger made welcoming comments and acknowledgements. He then called upon CST Joetta Downs to proceed with the roll call of Cabinet members and clubs. There were six Zone Chairs in addition to the Vice District Governor and Cabinet Secretary-Treasurer, thus establishing a quorum. In addition to the Cabinet, there were five advisors, two honorary advisors and fifteen committee chairpersons present. Twenty-three clubs were represented by nine club presidents, eight club secretaries and other Lions for a total of 81 participants.
Minutes from the August Cabinet meeting were published in the Canyon state Lion, posted on the District 21A website and a copy given to each Cabinet member prior to the meeting. There being no exceptions or corrections to the minutes, they were accepted as published.
The Treasurer’s report was distributed and reviewed prior to the meeting by CST Joetta Downs. There being no questions, the report will be filed for review.
IPCC Joan Williamson was asked to give a report on the District 21A Convention. She stated that information will be in the upcoming Canyon State Lion, including a registration form. It will be held on February 15-17, 2008 at the Blue Water Resort and Casino in Parker, Arizona. An early bird package will be offered this time. If a person registers prior to January 5, 2008, the registration fee is $55. If a person registers after January 5, 2008, the registration fee is $60. The registration chairperson is Lion Debbie Vine.
IPCC Joan Williamson stated that District 21A wants to make a donation to Campaign Sight First II. There will be a 21A Duck-A-Thon project. Numbered, weighted ducks can be purchased for $5 each. There will be eight or more races down the slide of the pool at the Resort.. The winner of each race will receive a gift. The overall winner of all the races will be reimbursed for their full registration fee for the Convention. All proceeds remaining after bills are paid will be donated in the name of District 21A to Campaign Sight First II.
Regarding nominations and elections, IPCC Joan Williamson received a letter from the Kingman Mohave Lions Club wholeheartedly endorsing VDG Rand Terwilleger for the position of District Governor of Lions District 21A for 2008-2009. He has fulfilled all requirements for this position. She encouraged everyone to attend the February Convention, support their candidate and have fun.
CST Joetta Downs introduced the Zone Chairs to give their reports, starting with ZC Les Daviet II of the Southwest Zone. The Zone started the year with 171 members and currently has 163. All of the clubs continue to provide vision and/or hearing screenings/eyeglasses to school children, scholarships, volunteer services to medical clinics and partner with other service clubs to service the needs of the community. In the absence of ZC Mary Michaelis, CST Joetta Downs read her report for Region I Zone I. Their first Zone meeting was held on October 22nd. Clubs’ past, present and future activities were discussed. PID Dave Roberts discussed membership and his availability to attend club meetings and provide necessary resources for recruitment of new members. In the absence of a Zone Chair for Region 1, Zone II, CST Joetta Downs reported that the Phoenix Metro Lions continue with their Pathway to reading Project. More book fairs are scheduled this fall. The Black Canyon Bicentennial Lions Club raffled turkeys for Thanksgiving, is sponsoring an angel tree for the local children at Christmas and will have their 23rd annual White Cane parade in the spring. Region I, Zone II ZC Mike Shine reported that the Glendale Bellair Club will be working with the MERL team to reinvigorate the club. Orientation and membership will be goals for the other clubs. In the absence of ZC Pat Tejada, CST Joetta Downs read her report for Region II, Zone I. Membership remains steady in all clubs. A long list of projects keeps all members involved in activities. Two Melvin Jones awards were presented by PID John Walker at the 7th Charter Night. A brick has been requested for the Melvin Johns Memorial in the name of a member who worked for Melvin Jones in her youth. ZC Ann Roberts, representing Region II, Zone II, reported that all clubs are active with Phoenix International Raceway as a fund raiser. All clubs participate in eyeglasses to school children. Two of the clubs have had membership planning meetings with PID Dave Roberts. One of the clubs has developed an innovative contest for getting new members. ZC Debbie Vine, reporting for Region II, Zone III, found all three clubs of Peoria to be in good condition. All are working hard on their projects/fundraisers, rebuilding membership, responding and providing eyeglasses for students, as needed, in the Peoria schools. In ZC Bill Risen’s area of Region III, Zone I, one of the clubs sponsored a Christmas for the Troops project and engaged the entire community, as well as other Lions Clubs. Over $3,000 cash was raised and over 1,000 lbs. of items needed by the military were shipped to Camp Anaconda in Iraq. ZC Marie Chatham reported that all five of the clubs in Region IV, Zone I are active at this time. All clubs are participating in a program with the Yuma County Schools to provide eye exams and eyeglasses for needy children. They all have major fundraisers. Yuma Foothills Lions Club, however, advised her that they plan to disband their club. PID Dave Roberts met with them on November 15th.
PDG Ralph Williamson was called upon to give a Leadership report. A round table meeting was held November 10 with the Zone Chairs. Every Zone Chair was challenged to visit each of their clubs and make sure each club has a 3-member Membership Committee. This is very important. There will be another meeting in January to confirm that this is in place and to continue with membership/leadership progress. Zone Chairs will report back to PDG.
According to PDG Ralph Williamson, officer training will be April 5, 2008 in Phoenix; April 12, 2008 in Tucson; April 26, 2008 in Flagstaff. He urged everyone to mark their calendars. It is extremely important that officers attend these training sessions. He also challenged officers to start now asking members to be club officers next year. PDG reminded Lions that leadership starts at the podium. Without leadership we will not have membership. He asked all Zone Chairs and members to make sure and ask him or someone else from the MERL team to come and talk to their clubs about leadership and orientation.
VDG Rand Terwilleger asked PID Dave Roberts to give a report on Membership and Retention. He informed the audience that only seven of the forty-five Lions clubs have asked the MERL team for assistance. All seven of those clubs have increased their membership. He emphasized that membership is an ongoing activity but if you do not know how to do a membership program or have not talked to your Board of Directors about membership growth, nothing will happen. PID Dave Roberts conducted a five-year analysis of each club to see how its membership fluctuated. Membership declined overall, however, he has set up a five-year program in every club. The goal this year is: membership drops and new members, not counting new clubs, break even. He urged Zone Chairs and club Presidents to call him for help.
CC Ron Brown was asked to give a report on Extension. He stated that he has given New Club Information Packets and is currently working to establish new Lions Clubs in the City of Avondale, Buckeye, Laveen and Bullhead City. CC Ron Brown urged club to contact him for information on how to start a new club if there is an area of interest.
VDG Rand Terwilleger read a report from Lioness Liaison Carla Lambert. There are two clubs remaining in District 21A, the Wickenburg Lionesses and Metro Lionesses. They are both strong and do a great deal for their communities by contributing to Sight and Hearing, Leader Dog, Camp Tatiyee, Hurricane Relief, Christmas Families and Headstart Spring Program, to name just a few. Lion Robin Daviet added that the Metro Lionesses contributed $1,000 to Campaign Sight First II.
Lion Bill Kerr was asked to come to the podium to present the Dick Bryan Leadership Award, joined by ID Bill Hansen. DG Hallis Anderson was the first recipient of this Award. Lion Bill Kerr gave a brief history of Lion Dick Bryan and the Leadership Award. This year’s recipient was Lion Barbara Shine. The Award came with $500 that goes to a State project of her choice.
PDG Ralph Williamson received the Dick Bryan Life Achievement Award. This Award also came with $500 to be donated to a State project of his choice.
CST Joetta Downs read the Lions Quest report in the absence of the Chairperson, ZC Pat Tejada. A total of $109,169.85 of the Lions Quest Grant, which was obtained in 2005, has been used and they have worked with 366 schools. The future of Lions Quest in Arizona is uncertain at this time. They will not be able to obtain another full grant from LCIF. There is a possibility of applying for a District Grant through LCIF. This will require each of the Sub-Districts to apply for and obtain a grant for their District’s use within its boundary. The decision for this action is dependent upon what can be determined will be the best for the program and Arizona, along with direction from the Council.
VDG Rand Terwilleger asked Lion Barbara Shine to give a report on Flags for First Graders. She reported ordering 6000 flags. The flags are two cents cheaper this year than the first order last year, costing twenty-five cents per flag. Clubs pay thirty-five cents per flag. The actual cost to the District is twenty-five cents, representing a profit of ten cents per flag. As of November 11, 4300 flags have been sold to nine clubs, which represents a profit of $430.
Lion Linda Finley served as Tail Twister in the absence of Lion Rachelle Barrett. A total of $153 was collected.
VDG Rand Terwilleger announced that the Multiple District 21 Faculty Development Institute applications are available and can be obtained from him after the meeting.. He emphasized that if a person wanted great training, want to be able to do public speaking, this is a wonderful program. There are only twenty slots available.
VDG Rand Terwilleger distributed pins and medallions to Zone and Committee Chairpersons who did not receive them at the Kick Off meeting in August. ZC Bill Risen was presented with a President’s Appreciation Award on behalf of DG Hallis Anderson and District 21A.
Lion Linda Finley was called upon to give the benediction. There being no further business, VDG Rand Terwilleger adjourned the meeting at 10:00 a.m.

The first cabinet meeting was held in conjunction with the District’s “Kick Off” meeting. The meeting was called to order by DG Hallis Anderson at 9:05 a.m. PDG Ron Brown gave the invocation and VDG Rand Terwilleger led the flag salute. This was followed by a song led by PDG Ron Brown.
DG Hallis Anderson welcomed everyone and gave the proper introductions to establish protocol. He then called upon CST Joetta Downs to proceed with the roll call of cabinet members and clubs. There were six Zone Chairs in addition to the District Governor, Vice District Governor and Cabinet Secretary-Treasurer, thus establishing a quorum. In addition to the cabinet, there were six advisors, three honorary advisors and sixteen committee chairs present. Twenty-one clubs were represented by twelve club presidents, eleven club secretaries and other Lions for a total of 87 participants.
Minutes from the May meeting were published in the Canyon State Lion, posted on the District 21A website and a copy given to each cabinet member prior to the meeting. There being no exceptions or corrections to the minutes, they were accepted as published.
The District financial report and budget for 2007-2008 was distributed and reviewed prior to the meeting by CST Joetta Downs. A motion was made by PDG Les Daviet II to approve the budget and seconded by ZC Ann Roberts. It was approved by a unanimous voice vote. PID David Roberts then installed the 2007-2008 cabinet members.
PCC Joan Williamson read a letter from the Wickenburg Lions Club endorsing ZC Ann Roberts for the office of Vice District Governor in 2008-2009.
DG Hallis Anderson presented several gifts: to PCC Joan Williamson in appreciation; to ZC Evelyn Connolly for traveling from Needles, CA, the longest distance to the cabinet meeting; to PCC Robert Lee, on behalf of IPDG Margie Tellkamp, for his guidance during her tenure; to PCC Dave Lambert, on behalf of IPDG Margie Tellkamp, in appreciation for his duties as a PCC.
Lion Robin Daviet discussed ways in which clubs can become a model club, supporting Campaign Sight First II. Peoria Sunset is an example of a model club. A club has five years within which to complete their commitment.
PCC Alan Lundgren gave an update on the 91st Lions Club International Convention to convene in Bangkok, Thailand on June 23-27, 2008. Registration before December 31, 2007 is $100, $115 January 1 thru March, 2008. Late registration is $130. The hotel deposit is $150. Registration before December 31, 2007 guarantees a room in the delegation hotel.
Lion Jeannette Russell stated that the Arizona Lions Vision Center is gearing up for screening school children.
PDG Ralph Williamson gave an update on the Melvin Jones Memorial. He informed attendees that they can now donate to Melvin Jones Memorial through Pay Pal. A rededication ceremony will be held on January 12, 2008. PDG Les Daviet II added that he and others will travel to Safford on August 29, 2007 to conduct vision screening on 1,000 students.
Lion Michael Shine provided information on Lions Sight and Hearing. Several clubs shared information on upcoming projects and fundraisers.
PDG Ron Brown reported that repaving is currently being done at Camp Tatiyee. Lion Barbara Shine requested that anyone who has information to share on the history of Camp Tatiyee which can be used in preparation of their 50th anniversary celebration, please send it to the website.
Following lunch, DG Hallis Anderson introduced the guest speaker, Paul Maryniak, Southeast Valley Manager for The Arizona Republic. He discussed information on “Getting the Word Out: How to Maximize Publicity”. Mr. Maryniak had many helpful suggestions. Some of the suggestions included: posting news releases about our club on the newspaper’s website (election of new officers, accomplishments like fundraising successes, a paragraph about what the club does) in the News-by-You section; keep timing in mind and remember to send out information 2-3 weeks ahead of the deadline; be sure to provide contact information.
PCC Robert Lee provided information on protocol, which he said “is basically good manners”. He also discussed the invitation and preparation aspects of the District Governor’s visit. The invitation should be in writing and a committee should be appointed to handle the preparation.
PID John Walker was introduced to discuss the Faculty Development Institute. Some of the past attendees gave testimonials about the Institute. Comments included how beneficial it was and recommended attendance. Among other things, the program updates skills of leaders.
PID David Roberts, as Membership and Retention Chair of the MERL Team, asked Zone Chairs to identify a club in their zone that they feel could use the services of the MERL Team the most. The club will be offered the Team’s help in growing their membership through the use of the basics in The Healthy Club Toolbox. PID David Roberts is also developing a “Club Essentials” sheet as a guideline for a good club.
Lion Gretchen Fuller, representing the Amblyopia Foundation, explained their vision screening process, which uses a video game on laptops. The project is funded by the Nina Mason Pulliam and Virginia Piper Charitable Trusts. Laptops are available at the Arizona Lions Vision Center for clubs to use to conduct vision screenings within Maricopa County. It is not necessary for a volunteer to know anything about vision in order to perform the screening. Demonstrations can be seen on September 13, 2007, 1:00-4:00 p.m. at the Arizona Lions Vision Center.
ZC Barbara Shine urged everyone not to wait to order flags for first graders. Last year a total of 14 clubs (6,000 flags) participated.
PDG Les Daviet II reported that he received a letter from PCC Dave Lambert requesting that a $2.00 per capita District 21A dues increase be placed on the ballot at the District 21A Convention in February, 2008. He also reminded everyone to make sure club members have correct addresses on file in order to receive the Canyon State Lion.
Lion Casey Cole conducted the raffle. DG Hallis Anderson made closing remarks. Lion Linda Finley said the benediction. There being no further business, DG Hallis Anderson adjourned the meeting at 3:15 p.m.

The meeting was called to order by DG Margie Tellkamp at 10:00am. The invocation
was given by IPDG Bill Morrison followed by the flag salute led by DGE Hallis Anderson. Then CCD Ron Brown led the meeting in song.
DG Margie Tellkamp made introductions of the CST/VDGE Rand Terwilleger, VDG/DGE Hallis Anderson, PID John Walker and spouse Karen, CC Joan Williamson, PID Dave Roberts and spouse Ann and visiting PDG Peg Dawson from Speedway, Indiana. She then asked all Lions to greet each other. There were two Lions at the meeting who were attending their first convention.
CST Rand Terwilleger then proceeded with the roll call of the cabinet and clubs. A quorum was established so business could proceed. CST Rand Terwilleger asked for a motion to approve the minutes as written from the last cabinet meeting that was held in Parker. It was so moved and seconded and the motion was approved. He opened up the floor for any questions regarding the financial statement that was supplied to the cabinet members. There were no questions. He then asked for a motion to make the budget conform to the District 21-A Constitution by moving $300 from the MERL budget to the expense advance 2007-2008 budget. A motion was made, seconded and passed. The financials will be filed for financial review.
PDG Ralph Williamson spoke about the upcoming International Convention. There is still space available for the LCI tour and for the breakfast. He also mentioned that 32 clubs in the district had officers attend training.
DGE Hallis Anderson then introduced the Zone Chairs to give their respective reports. A copy of each has been filed with a copy of the minutes.
The meeting then proceeded with committee reports. Sight First II District Chairperson Robin Daviet recognized those clubs that had qualified for various contribution levels. Lion Robin presented the Peoria Sunset Club with a patch for their banner showing they are a Model Club for Campaign SightFirst II. She also recognized Lion Dan Brickson for his outstanding efforts in his sector. PDG Les Daviet, constitution and bylaws, recommended voting yes on all 5 amendments to the Multiple District Constitution, they are housekeeping amendments so we are in line with the International Constitution. A per capita dues increase has been taken under advisement. If so recommended by the district finance committee, a proposal will be made at the August “Kick-Off”. If approved by the cabinet, an amendment will be published in the December CSL, and voted on at the District Convention in February 2008. PDG Les Daviet has been asked to present and propose an MD-21 parade uniform change at next year’s first council meeting. If approved by the council, the amendment will be published in the September 2007 CSL and voted on by the clubs at the Mid-Year Conference in November. The Mid-Year Conference would need to be designated a Multiple District Convention for the delegates to vote on the change. VDG/DGE Hallis Anderson entertained a motion for the District to purchase a laptop for the District CST for all District business. It will contain software suitable for District business. A motion was made and seconded to purchase a laptop in an amount not to exceed $900. Following discussion, a vote was taken and the motion passed. CC Joan Williamson presented awards from the Multiple District to Lions that will not be at the banquet. She presented awards to Lion Pat Tejada, PDG Ron Brown, PDG Bill Morrison, and Lions Barbara and Mike Shine. She asked Lion Joanne Morrison to present an award to Lions June and Steve Kushner since they were not in attendance. VDG/DGE Hallis Anderson announced the awarding of a Melvin Jones Fellowship to Lion Robert Kennedy. DG Margie Tellkamp announced that a brick in the name of the Sun City Mid-Week/Bell Lions Club will be placed on the grounds of the Melvin Jones Memorial. MD 21 gave an award to the Black Canyon City Lions Club for their donation to Lions Quest.
Our Tail Twister, Lion Rachelle Barrett, very creatively coaxed those in attendance to contribute to the District income in the amount of $127.46. Thank you Lion Rachelle.
PID Dave Roberts reminded all Lions wishing to run for the position of VDG that they need to get their paperwork to him. He also announced the candidacy of Lion Ann Roberts for the position of VDG in 2008-2009.

Official Minutes District 21A Cabinet Meeting
Prescott Resort, Prescott, AZ
Prior to the Call to Order, ID Beverly Roberts spoke briefly. She thanked the District for inviting her to the Mid-Year Conference.
In the excused absence of DG Margie Tellkamp, VDG Hallis Anderson called the meeting to order at 8:30am. The pledge was led by VDG Hallis Anderson, followed by an invocation by IPDG Bill Morrison and a song led by PDG Ron Brown. VDG Hallis Anderson made introductions and protocol was established. It was announced by VDG Hallis Anderson that PDG Ron Brown would be the Council Chair the Lions year of 2007-2008.
CST Rand Terwilleger did the roll call of the district clubs and cabinet members. A quorum was established. A motion was made by PDG Gene Hardin and seconded by ZC Pat Brickson to accept the minutes from the last cabinet meeting as published in the Canyon State Lion. CST Rand Terwilleger then reported that the District had a net revenue gain of income over expenses of $1308.97 and a balance of $5009.10 in the Money Market Account.
The meeting proceeded with reports by the Zone Chairs. The Zone Chairs reported on club activities in their respective zones.
Lion Russell Claytor made a special presentation to ZC Robin Daviet. He presented her with the PID Dick Bryan Award.
Tailtwister Rachelle Barrett then proceeded to empty the pockets of the Lions in attendance. She fined and collected $87.00 for the benefit of the District.
PID Dave Roberts proceeded with the nominations for District office. He announced that the Glendale Evening/Longhaven Club has nominated VDG Hallis Anderson for the position of District Governor in 2007-2008. PID Dave also announced that the Kingman Mohave Club has nominated CST Rand Terwilleger for the position of Vice District Governor in 2007-2008. He further announced that both candidates have fulfilled the required qualifications and will stand for election at the District Convention in February in Parker.
Time was given to those in attendance to make any announcements for the good of the District.
IPDG Bill Morrison said a benediction.
There being no further business, the meeting was adjourned by VDG Hollis Anderson at 9:56am.
The next cabinet meeting will be in Parker in February at the District Convention.

The first cabinet meeting was held in conjunction with the District’s “Kick-Off” meeting. The meeting was called to order by PCC Bob Lee at 9:00am. PCC Bob Lee made the necessary housekeeping announcements and proceeded with the invocation. He then called upon VDG Hallis Anderson to lead the flag salute. This was followed by a song lead by Lion Linda Finley.
Lion Linda Finley presented CC Joan Williamson with her 3 diamond progressive pin for the year of her district governorship.
PCC Bob Lee presented CC Joan Williamson who welcomed everyone and made the proper introductions to establish protocol. CC Joan Williamson called upon PDG Ralph Williamson to install the district 21-A cabinet for the Lionistic year 2006-2007. Upon the completion of the cabinet installation, DG Margie Tellkamp made some comments about her plans for the year and additional introductions. Patches, pins and CDs were handed out to the appropriate cabinet members.
DG Margie Tellkamp called upon CST Rand Terwilleger to proceed with the roll call of cabinet members and clubs. There was one region chair and six zone chairs in attendance in addition to the district governor, vice district governor, and cabinet secretary-treasurer, thus establishing a quorum. In addition to the cabinet, there were three advisors, two honorary advisors, and thirty-two committee chairs present. Twenty-five clubs were represented by eleven club presidents, twelve club secretaries, and sixty-eight Lions. The minutes from the May meeting were published in the Canyon State Lion and a copy was given to each cabinet member. With no exceptions or corrections a motion to accept was made and seconded and approved by unanimous voice vote. The final district financial report for 2005-2006 was also distributed prior to the meeting and reviewed. The proposed budget was distributed prior to the meeting and reviewed by CST Rand Terwilleger. A motion was made to approve and was seconded. It was approved by a unanimous voice vote.
Several clubs introduced projects that are coming up in the near future and asked for support of Lions in the district.
Following the break, IPDG Bill Morrison presented awards to twenty-six club secretaries who had done an outstanding job during the previous year. Former CST Pat Brickson made a special presentation of a gift certificate in the amount of $210.00 to IPDG Bill Morrison for his leadership during his year as governor.
DG Margie Tellkamp outlined her goals for the year. Her goals included a net membership increase of two for each club, charter three new clubs, and publicize Lions at all levels. In addition she emphasized that we, as Lions should have fun at all times.
PDG Ralph Williamson gave an update on the Melvin Jones Memorial. He presented a special award to Lion David Cederholm for his work in organizing transportation to the rededication. PID John Walker presented an International President’s recognition award to PDG Ralph Williamson for his work on the memorial.
ZC Robin Daviet gave a presentation on the campaign for SightFirst II. She introduced the eight group leaders for the district. It included ways for clubs and individuals to participate. Also she suggested ways for clubs to set goals and creative ideas to raise funds.
CC Joan Williamson called upon Tail Twister Rachelle Barrett who proceeded to collect fines from numerous Lions for various indiscretions. She collected a total of $94.00 for the good of the district.
Following lunch PCC Bob Lee introduced Skip Rimsza, former mayor of Phoenix. He spoke about some of his campaign experiences and his concern about the inability of politicians and political parties to unite and work for the good of all.
CC Joan Williamson introduced PID John Walker who gave a presentation on “training to teach”. He plans to hold one workshop during the course of the year to train leaders who can then train others.
CC Joan Williamson presented DG Margie Tellkamp and VDG Hallis Anderson who charged each committee chair with their duties for the coming year.
CC Joan Williamson introduced PDG Ralph Williamson who gave a seminar on protocol for both the club and district level. In one word protocol means courtesy and should always be used in that vein.
The meeting then proceeded with the raffle and shares the wealth drawings.
CC Joan Williamson made some final announcements that affected all Lions and clubs in the district. DG Margie Tellkamp made her closing remarks. PCC Bob Lee said the benediction and there being no further business, CC Joan Williamson adjourned the meeting at 3:46 pm.

The fourth Cabinet Meeting was held in conjunction with the MD 21Convention on May 20, 2006. DG William Morrison called the meeting to order at 10:23 a.m. Introductions were waived since protocol had been established at the opening session of the Multiple District Convention.
DG Bill called upon CST Pat Brickson to do the roll call of cabinet members and clubs. There were three region chairpersons and seven zone chairpersons in attendance in addition to the District Governor, Vice District Governor and Cabinet Secretary-Treasurer, thereby establishing a quorum. In addition to the Cabinet there were two advisors and 1 honorary advisor in attendance and 24 committee chairpersons. Eleven club presidents and 9 club secretaries and seventy-seven Lions represented twenty-seven clubs.
The minutes from the February meeting were published in the Canyon State Lion and with no exceptions or corrections the motion to accept as published was made by ZC Hallis Anderson and seconded by ZC Robin Daviet and approved by unanimous voice vote. The District financial report was distributed prior to the meeting and reviewed by CST Pat. Since there were no questions the report was filed for financial review (copy of report attached).
CST Pat Brickson reminded Lions that certification for voting on Sunday would close at 2 PM on Saturday. PDG Ralph Williamson made a motion that certification remain open on Sunday morning. ZC Robin Daviet seconded the motion and without further discussion the motion was unanimously approved by voice vote.
PDG Les Daviet II, Constitution and By-Laws Chairman, stated that the motion was within the scope of MD 21-A Constitution and that the Cabinet could accept the motion.
VDG Margie Tellkamp called for Region reports. ZC Robin Daviet, RC Hallis Anderson, RC Rand Terwilleger, ZC Eva Sidis and RC Jack Stephens made reports. (Copies of reports included in the District Cabinet meeting records)
DG Bill announced that Boston conventions pins were available at the Pin Traders room.
DG Bill called upon Lion Rachelle Barrett, Tail Twister. She collected a total of $ 79.59 in fines for the good of the District. She reported that she had made her budget this year and that she would be back as Tail Twister next year.
Lion Mary Michaelis, Phoenix North Phoenix Lions Club, was recognized to present the club’s Habitat for Humanity project. She reported that her club was sponsoring a home for a blind or visually impaired person and was opening the project to all District Lions to help in the construction. She also reported that she had submitted the necessary paperwork to Lions Clubs International Foundation for grant funds after meeting with DG Bill in April. LCIF responded that they would need Cabinet approval of the project and would need to identify a candidate for the home. IPDG Joan Williamson made a motion that District 21-A endorses the project and Lion Rand Terwilleger seconded the motion. The motion was passed by unanimous voice vote.
Lion Linda Finley asked for permission to amend the MERL report given at the Multiple District meeting. She reported that the Multiple District had a net loss of 121 members as of the end of the March and they had lost eight clubs this year. District 21-A has a net loss of five clubs and 126 members 30 of those are deceased. District 21-A brought in 150 new Lions this year.
Lion Ray Schoenberg reported that the 1st Annual Wayne Adams Scholarship in the amount of $2500 had been awarded to a student studying Criminal Justice.
PDG Les Daviet II reported that the Constitution and By-Laws Committee is recommending approval of the questions on the ballot.
There being no further business, DG Bill Morrison adjourned the meeting at 11:30 AM.

May 31, 2004
The fourth cabinet meeting of D21-A was held on May 22, 2004 at the Mesa East Hilton Hotel in conjunction with the MD 21 Convention. The meeting was called to order at 1035 a.m. by DG Ron Brown.
DGE Joan Williamson led the pledge, Lion Margie Tellkamp led us in song, followed by VDGE Bill Morrison with the invocation.
DG Ron introduced ID Dave Roberts who then had a few brief remarks about how pleased he was about the good attendance of our region and zone chairs as well as the performance of the leadership of the district.
PCC Dave Lambert presented a nomination petition on behalf of Lion Margie Tellkamp of the Lake Havasu City London Bridge Club for the position of VDG for 2005-2006 of D21-A.
DG Ron then asked CST Bill for the Roll Call of the Cabinet and the Clubs. All four Region Chairs were in attendance. All 11 Zones were represented. There being a quorum, the meeting was qualified to conduct business.
DG Ron then asked CST Bill to read the Minutes of the last cabinet meeting, which was held on February 21, 2004 in as much as the Minutes were not published in the Canyon State Lion due to lack of space in the April issue. The Minutes as read were accepted unanimously.
CST Bill then presented the financial report which stated that as of 4/30/04 the Districts combined balance (small business $6711.78 plus the Quest account of $329.44) totaled $7,041.22. The report was accepted pending a financial review.
DGE Joan Williamson was introduced and she called upon the Region & Zone Chairs to give their reports. All four Regions reported a positive membership increase as well as a number of new projects. The Region Chairs introduced their Zone Chairs who were in attendance, who then gave a brief summary of their clubs activities. The reports were presented to the CST in writing and are on file.
DGE Joan asked PDG Les Daviet for a few words regarding the pending vote on the Multiple and District Constitution and Bylaws to be voted on May 23, 2004. Vote!!!
DGE Joan then asked IPDG Wayne Adams for an update about our membership in the District, and he informed us that we are plus 44 members, as well as in the process of establishing two new clubs. He said our district is at about 1400 members and the Multiple is about to reach 4300 members, for the first time since about 1993. He encouraged all of us to keep going!
DGE Joan then asked for a few words from PDG Ralph Williamson, who then told us about the coming Mid-Year Conference on November 12-14 to be held at the Prescott Resort. The announcement will be noted in the next Canyon State Lion.
DGE Joan then mentioned about the coming USA-CANADA Forum to be held at Reno on September 9-11, 2004.
DGE Joan then announced that the next cabinet meeting will take place on August 7 at the Roadway Restaurant adjacent to the Best Western on 24th Street and University. It will be the only cabinet meeting until the November Mid-Year Conference in Prescott on November 12-14, 2004.
We had a successful fund raising activity conducted by Lion Rochelle Barrett, which netted the District a whopping total of $228.22. Our thanks to all!
DG Ron thanked everyone for coming and adjourned the meeting at 1155 a.m.so that we could enjoy our 12 oclock luncheon.

there was a parade of 13 club banners.
DG Bill introduced ID Bill Crawford and, his spouse, Lion Julie. He then established protocol by introducing 2 PIDs, CC Les Blaylock, 21B DG John Hart, 21C DG Dick Sawyer, Lion Joanne Morrison (his spouse), VDG Margie Tellkamp, 21B VDG Norm Harbison, 21C VDG Phil Castrovinci, 2 PCCs, 21C PDG Bob Strodel, 5 PDGs, PDG Joan Williamson (Council Chair Designate), Melvin Jones Fellows, Lions and Lionesses. DG Bill then introduced CST Pat Brickson.
CST Pat called the roll of Cabinet Members and Clubs. Since all cabinet members were present a quorum was established for the conduct of business. In addition to the Cabinet there were three Advisors and 1 Honorary Advisor in attendance and 32 Committee Chairpersons. Thirty-one clubs were represented by eighteen Club Presidents and 13 Club Secretaries and eighty-five Lions.
The Minutes from the November Cabinet Meeting were published in the Canyon State Lion and with no exceptions or corrections the motion to accept as published was made and seconded and approved by unanimous voice vote. The Motion to accept the District financial report as distributed was made and seconded and the report was filed for financial review.
VDG Margie Tellkamp called for Region and Zone reports. Following Zone reports seven committee chairs presented reports.
IPDG Joan Williamson presented 100% Secretary and Presidents Excellence Awards to recipients unable to attend the awards breakfast in Tucson.
DG Bill introduced ID Bill Crawford for brief remarks.
Lion Ann Roberts presented Newsletter/Bulletin patches to 2004-05 winners. She presented the criteria for this year’s contest.
Lion Bill Mc Donald was recognized for a special presentation of a Melvin Jones Fellowship to Lion Evelyn Jones who was not in attendance at the meeting.
Tail twister Rachelle Barrett asked DG Bill for his credit card to cover his fines. Lion Rachelle had been selling friendship card for $1 she revealed that it was a joke (note the jester hat). She collected a total of $ 286.29 in fines for the District.
PID Dave Roberts presented pulltabs for LFA and encouraged others to collect them.
PDG Joan Williamson announced that the Special Olympics would be held on October 6-7 in Surprise/Peoria. There will be several new events in this year’s program.
MERL reports were presented by Membership Chair Lion Linda Finley, Leadership Chair PDG Ralph Williamson, and Orientation Chair PDG Sandy Oswald.
DG Bill adjourned the meeting at 10:15 am for a short recess subject to recall of the chair at 10:40 am.
The meeting was called to order at 10:40 by DG Bill who introduced PCC Bob Lee for the purpose of placing the name of Hallis Anderson in nomination for VDG for 2006-07. The nomination was seconded by PCC Dave Lambert. DG Bill then recognized PDG’s Otis Haynes and Ralph Williamson for the purpose of placing the name of Margie Tellkamp in nomination for DG for 2006-07. PDG Otis was assisted by PDG Ralph in nominating Margie. The nomination was seconded by PDG John Ballard. There being no nominations from the floor, nominations were closed.
The meeting was adjourned at 10:55 am to allow delegates to vote.
DG Bill Morrison reconvened the meeting at 4:00 pm. PID Dave Roberts, Elections Chair, presented the results of the balloting, which resulted in a total of 69 votes being cast for VDG Margie Tellkamp and 68 votes for RC Hallis Anderson (with one “no candidate selected”). He then declared Margie Tellkamp District Governor Elect and Hallis Anderson Vice District Governor Elect. VDGE Hallis then thanked the Lions for their support and accepted the office. DGE Margie spoke about Lions growth and MERL team activities. She acknowledged the support of her Dad, PDG Walt Morton (deceased), her mother, her husband and the Lions of Lake Havasu City, as well as PDG Ralph and PDG Joan Williamson, PDG Otis Haynes, PDG John Ballard and Lion Ray Schoenberger of the Lake Havasu Daybreakers Lions.
DG Bill spoke briefly about Lions and Lions activities.
There being no further business, DG Bill adjourned the meeting at 4:25 PM.
